Goddess Pixie Top

I don't know what else to this top.  How would you describe it?   This is one of my favorite Hoop Dance videos as well as tops and I'm wondering if could make this some how.  It seems easy although I don't even have a sewing machine.  See how the sides are like shredded long pieces.  If you know where I could buy one that would be alot easier.  Let me know what you think .
