Pixie capris?

Does anyone have a tutorial or anything on how to make these (picture below) I'm really new to sewing but I'd like to have a tutorial or something for when I'm ready for it. Plus, I'm up for the challenge :)

It looks like a pair of basic capris and the ruffles are created using a piece of rectangular fabric. The corners end up draping down to give the pointed bottom look. I wouldn't be surprised too if the rectangular piece just had a slit cut in the middle, then the opened it up and stitched it to the circle of the pants.

Are you making some from scratch or altering an existing pair of pants?
